• Received Thursday, 10 a.m. JERUSALEM, April 16. The British High Commissioner in Palestine, Lieut.General Sir Alan Cunningham, under a declaration officially gazetted, has invoked the Army Act to place all the British forees in Palestine on aetive service from February 10 to ^ May 9. The effect of Lieut.-General Cunningham's declaration is that military discipline can be administered in Palestine as though the troops were engaged with the enemy. Military justice for certain classes of offences also extends to civilians. Active service permits more summary methods of trial and punishment than statutory martial law. The emergency regulations have been amended to disallow appeals from sentences by military courts. The amendment includes sentences already passed.
