WELLINGTON, April 2. The deeision reached by the Merehant Service Guild that masters and officers should resign, seemed clearl.v nnconstitutional and if made effeotive would aecordingly be a strike under the existing legislation, said the secretarv of the New Zealand Shipowners' Federation, Mr. G. H, Norman, today. The points made by the general secrqtary of the guild, Captain W, R, Williams, were made before tfie Court" of Arbitration ^ and the Court, having heard the employers' reply, gave its judgment. The judgment was for a term of six montha during which period it" was hoped by the shipowners that the position regarding the war risk payment of £12 a month, would be clarified in conjunctiQn with the adjustment of wage rates for maritime workers, The guild had for the past 20 years negotiated agreements directly with the ship owners but on this oecasion had pre sented its case to the Court as was its right.
