They seemed to accept the prospect that they eould at best settle only a few severely practical matters during' this conierence. Perhaps it was a good tliing that all acknowledged it much better to go slowly within the limits oi whai is possible, than strive towards agreements that look well on paper but which in practice cannot be fulfillcd. But ihe ciuestion remains to what extont even a limited settlernent can bc rojiched liecause the difference in niajor issnes is still wide.
