A plea for a greater effort towards the cultural development of children and for the cre'atioh of the rigtit environment at schools during their forniative years, was made by the senior mspector of the Education Department, Alr. D. G. Eall, in a talk at New Ply mouth last night to delegates to the Do .mnion Conference of thfl Federation of ictiool Cohimittees Associatiohs.
