There had- been a dazzling official picture since the war ended' hut it did not measure up to the depressing realities of the industrial situation. Honest and sincere cooperation from responsible trade unionism was essential but instead of this industry had met an aggressive union front of hostility and fresh demand. The only . way this could he met was for- employers to uuite and strengthen the defensive machinery of the organisa- : tion on a scale uqt previously thought necessary or possible.
