The Prime Minister intends, without delay, to call the trade unions and industrial leaders into consultation on this and other means of implementing the White Paper programme of "work harder than ever". Sir Stafford Cripps, discussing the implications in the Wliite Paper "about- incentives for harder work, indicated that there was a possibility of a differential tax in favour of workers.
