ANGLO-FRENCH ALLIANCE

QUESTION OF GERMANY NdT ° INVOLVED Recejyed Sunday, 8 p.m. . LONDON, Feb. 15. ' Anglo-French drafts for the projected treaty of alliance. betwfien the two countries, were exchanged in London yesterday. The Times' diplomatic eorrespondent says the.French draft is believed to be uncondition'al, that is to say, the conclusion of a treaty would not depehd upon prior agreement on Germany. The French Government still hopes, however, that conversations betxveen the two countries' on all Gei'man matters of direct concern to them, may be expedited. They do not wish the treaty to be considered as a substitute for an agreement on deliveries of Ruhr coal or on the control of the Ru-hr industries. or on the security of the French frontiers. t The eorrespondent adds that on the British side tlie treaty is certainly not considered as a "Snbstitute" but as the obvious basis for agreemeiit on Germany. Indeed tne moment Britain signs the treaty eommitting herself to action if France is attaeked, her interest in measufes to increase French security and fecovery becomes all the . more , direct. The wider problems of Germany are essentially of Four-Power concern and wilh be diseussed in Moscow next month but Anglo-French talks before tlien; apart from treaty negotiations, are by no means ruled mt; and in the British view r.ight well clarify each eountry 's pohcies and proposals.
