Russia had failed to reciprocate the fair plav and goodwill extended by United States in foreign relations, Senator Yandenberg, President pro tem of the Senate and chairman of the Foreign Relations Committee, said in*a speech tonight. United States, he said, had lend-leased 1 1,300, 000, 000 dollars' worth of material to Russia during the war but NIoscow, within tlie past year, had completely ignored four American diplomatic requests to open negotiations for a settlement of these accounts. Moseow had also ignored Notes from the State Department re1 garding 125 American merchant ships lend-leased to Russia. Such experi'ences were not calculated. to fertilise niutual goodwill and understanding. He suggested also that the United States Government miglit insist/ ' ' tipon a somewhat prompter official mail from Moscow." Senator Yandenberg urged lovalty to United Nations but said that until *dt had proved its abilitv to keep the peace, United States must maintain ft total !y adequate national defeuce.
