PARIS, Feb. 10. I11 the glare of giant lamps set up by news-cameramen, M. Bidault opened tue ceremony of signing the peace treaties with Ita-ly, Rnmania, Hungary, Bulgaria and Pinland at the Quai
d'Orsay this mornmg. Before dawn several hundred police deployed through the ' hall's"' and . grounds, and elegantly uniformed guards arrived half an hour hefore the ceremony. Sitting before a 45-foot tahle with 21 Allied delegates 011 either side, M. Bidault welcomed the delegates, saying that i'rance appreciated the honour that for the socond time within 30 years peace treaties were being signed 011 Prench soil. "Fehruary 10, 1947, will mean the end of six years of terribie war and merciless suffering," he said. "It is up to the Governments to iound a new world in the sHvice of justice and. liherty — a .world liherated from war." The Italian delegate, the Marchese Lupe di Saragna, preceded hy two ushers, was shown to a place opposite M. Bidault, who said: "I hid you welcome. I hope you will take a solemn engagement to respect loyally this treaty and that you will he willing to collahorate with the common effort for bhe peace of the world." M. Bidault then called on Russia to sign the treaty. As the delegates filed into an adjoining room to sign, the Italian representative sat expressionless, looking jtraight ahead. The Yugoslav Poreign Minister, Mr. Simic, signed without making a statement. The Allies signed in the following order: Russia, Britain, United States, China, Prance, Australia, Belgiiun, Byelo-Russia, Brazil and Canada. The Italian delegation followed immediately afterwards. The whole ceremony took 20 minutcs. After Ihe ceremony Mr. Simic deelared that Yugoslav ia signed only because she did not want it tliouglit that slie refused to bear her sliaro of the rosponsibility iti re-ostablisliing peace. The treaty had not satislied the Yugoslav demands 011 territory which was ethuically liers. She would contiuue ,to iusist that Trieste, ' the northvvcstern sectiou of Istria, the Canale Iiiver vallev, Cforizia, Monfaleone and Venetian Slovenia should be awarded to her even if the Yugoslav nation left those areas. The U rock Embassv delivered a Xote to the French Foreign Oihce detailing the Greek objections to the Italian and other treaties, in which Greece failed to obtain her full demands. The delegates met again in the after110011 and signed the Rumanian, Hungarian and liulgarian treaties. Poland has not. signed the treaties because the Qrient Express, which is bringing. the delegation, has been delayed.
