The present trouble would set back the progranmie oi economic recovery which had been mak ing good progress. The emergencv would pass comparativelv quicklv, but the problem of fuel consumption ruri ning ahead of supply would still have to be faced. The position next winter would be at lea.st as serious unless pro duction increased.
