^ "V ParticipalioR INDEPENDENCE EFFORT Received Monday, 10.35 a.m,. LONDON, Feb. 9. . The .Indian Princes cams a step nearer to possible participation in India's independenee effort by agreeing to: discuss proposals for their representation in the Constituent Assembly, repoi-ts the Associated Press' New Belhi eorrespondent. The negotiating committee, which the Moslem League is still boycotting, has apparently accepted the preliminary promises laid dawn by the Prinees, who took the stand that the British Government had made it clear thak it was for the states to decide whether they wished tO'join an Indian union. A joint statement from the Princes and negotiating committee stated that "fclendly and satisfactory discussions have taken place". It added that the seeretaries of the Constituent Assembly and Chamber.of Princes had been asked to "draw up detaile"d proposals for the apportionment of the ninety-three seats allocated to the states." The eorrespondent says that Congress has consistently maintained that representsxves of the states in the Assembly must include those of the people's and no.t only the rulers. The Chamber of Princes endorsed this move, but not all the rulers have concurred.
