Aceording to the_ State Department, offieials in Britain have applied for the purchase of 71 of 290 United States merchautment chartered to Britain during the war, says the Herald-Tribune 's Washington correspondent. Offieials indicated that the State Department will urge the House merchant marine committee to niodify a resolution at present before it which demauds the immediate return of all the vessels. The correspondent says some sections of the British press have been erroneously charging that Amei'ica is about to violate a wartime secret agreement be 1 tween the late President Roosevelt and > Mr. Churchill eoncerning the ships. The resolution for the return of the ships is based on a claim that they are competing with Ameriean merchantmen.
