United >States and Russia failed to- ' day to reach full agreement on the pro- 1 cedure to be followed by United Xations in seeking to regulate atomic energy and armaments. ' A committee eonsisting of United States, Russia, Australia, Belgium, France and Colombia argued for six hours on procedure. United States iusisted that the terins of refenee of the Disannament Commission should speei fy that the Commission should not encroach in any way on the province of J the United Xations Atomic Energy | Commission which has already subinit- j ted recoinmendations for internationaL control. The Soviet delegate, Xlr.
