The Times' Berliu correspondent says work 011 the report which the Allied Coutrol Council has been asked to prepare for the considerat ion of the For eign Ministers' Council wlien the peace treaty with Gerniany is discussed in Aloscow in Alarcli, is going forward intensively. How t'ar umuiiniity will lic achieved cantiot vet be judged and it niav be that instead of oue report there niav be two and even three. Broadly, the British aiul Aiuerieans have oue policy for Gennany, the Kussians another and the Frencli a third, and these dill'erences 111 approach and outlook are eertain to be reflected in whatever document is preseuted to.the M oscow eonfereuce. In any ease the report — pr reports — will be an historic document in that it will deal with every phase of Geruiany from capitulation until today. It will describe the exlent to which Gennany has been demilitarised, deuazilied auti deniocratised, and also recount the suc cess or t'ailure of Allied efl'orts to re store Gennau economy in a way that will not only make the eountry self supporting but will also he a source oi reparations for the Kussians and other claimants. It will also have set out ihe politieal developments and pros pects of creating a Centrul Gerinan Government.
