The Hoviet official in charge of the docks granted a two honrs' extension of stay to the sliip on his own author ity. Then, beeoming nervous, he told the sliip 's officers that the vessel lnust leave or he eould not be resjionsible for the consequences. This ajiparently meant he simply did not know what the reaction of his superiors might be. It was not in anv sense a "iist shaking affair. "
