This, says the Tinies Jerusalem correspondent, is the general conclusion of niost observers who liave watched the meetings of the Zionist Congress at Jbisle and listeued to the equallv uuiielpful statements which I'alestinian Arabs are periodically lssuing. The correspondent ]ioiuts out that the Jews, in etl'eet. are a.sking that Britiiin sliould parllv deeide eertain points in their favour before liegoliations on these points begin. That being the ease, Britain may liave to take tlieni at their word and deeide with little furiher eonsultation thougli the British deeision may not be to the Jewish ad vantage eventually. Perhaps the Jews and even the Arabs, too, he adds, now believe that partition is beeoming more jirobable and tliey wish to put ihe onus squarely on Britain.
