Received Monday, 11.30 a.m. JERUSALEM, Dec. 22. High-ranking officers of the Arab army Nejjada met in Jaffa today to discuss strategy, and in the words of a spokesman "to discuss the preservation of discipline until the time comes for concerted action." The spokesman said there had been discontent beeause of Arab inactivity in the face of two recent raids by Jews on Arab territory. Haganah admitted that it organised these raids on Nejjada headouarters and the other on an Arab village near Jaffa to secure information about Arab arms.
