The Fitzgeralo report was drawn up over a year ago but publication has been delayed owing to the scope of the wider Palestine problem. It is understood that the report whieh is being issued this week, recoinmeuds Ihe setting np of a central counciJ for Jerusalem ijomposed of elected members of the three zones with the chairmanship or prei?ideney rotating every three years.
