Reeeived Fridav, 11.15 p.m. NEW YORK, Dec. 13. The General Assembly has decided to aslc all liimnbers immediately to wilhdraw their representatives from Madrid. A resolution branded the Franco Government as Fascist and barred it from participation in any mternational organisations to be established under Fnited Nations. The proposal to uithdraw Ambassadors falls short of an outright break in the diploniatic and eominercial relations souglit by the niore vigorous anti-Franco forces.
