Received Saturday, 10.5 a.m. LONDON, Dec. 13. ' The Arabs in Palestine may explode at any time, said Jamal Husseini, acting-head of tlie Arab executive in Palestine, qnoted by Reuter's Cairo correspondent. He was referring to recent attacks by the Jews against the Arabs. Jamal Husseini announced that his committee intends to take practical steps to implement its own plan for Palestine if the plan is not accepted by the London conference in January. The plan enVisages an Arab state, with J ews in the Government in the proportion of one Jew to six Arabs.
