COMMENT ON ACTION AGAINST SPAIN

Commenting on the United Nations politieal coinmittee 's resolulion on Spain whicli will now be confsidered by the full Asseniblv, The Times, in a Jeader, says that at a timo when the Assenibly is establishing procedeuts, it may be noted that t-he Spanish resolutioii and recent resolution on South Africa put a narrow interpretatiou on article 2 of the ('barter forbidding "United Nations to inlervene in inalters which are essentiallv witliin the domestic jurisdiction of any State". The iininediate eflVct of those proceedings 011 iSpanish feeling is wliat nnght have been expected, The Times says, recalling the Aladrid protest ineeting at _whieh Franco was received with wild cheering. The Times says the Franco regiiue will not be displaced by I'nited Nations' pressure and Franco is now in a position to plnv upoii the general fear of another civil war to which he can present hiniself as the only iilternalive. Another civil war in Spain, The Times points out, can be provoked eitheii by agitation witliin the countn or by interveutioii from wilhout. 'ihe resolution on Spain does not amount to intervention Init its possible iinplica tions are not likely to be unnoticeil in Spain. It is therefore just as well, adds The Times, that the resolution, even if linally passed by the Assemblv, is not binding iipon mexnber States of United Nations and that, as the long list of abstent ions sliowed, :i nuinber of govermuents is unlikelv to take sietioti upoii it.
