Received Tuesdav, 7 p.m. NEW YORK, Dec. 9. The southorn part of Sakhalin Island is rapidly being integrated into the Soviet system, says the Xcav York Times' Tokio correspondent. The Russians are using 800, 000 Japanese as a labour force under severe restrictions including the issue of food only at places of employment. Japane repatri ates who arrived at Tokio on December 5 said Ihe Soviet administration had taken over the management of all in dustry, nationalised the land and ti.xed wages and food l'ations at subsistence levels. The Russian language is a compulsory course in all schools but English is also widely tauglit. The local press .played up critieism of the Allied oecupation of Japan and headlines recentlv referred to "United States/ atrocities in China ' \
