Received Tuesday, 10.30 a.m. BASLE, December 9. The Zionists have rejeeted the Morrison plan for a federal Palestine. They wanted the development of Palestine's resources by a .Jewish state, said the President, Dr. Chaim Weizmann, in opening the Zionist congress. "I don't under-estimate Britain's difficulties, but if a mandatory power feels unable to fulfil the main conditions of a mandate, its only alternative is to devise a new settlement in which the purposes of a mandate are substantially fulfilled.
