In an papnppt plea for greater unanJmity within the board, Mr. J. B. C-arrufhprs said that there had been a strong moye on the other side of the ranges to break away from the board. He had used his best endeavours to dissuade those behind the move, but he felt that if the dissensioas within the board eonlinued the break would occur. "For some time past there has been an atmosphere of mistru'st around this board table," said Mr. Carruthers. "We are all chairmen of county councils, municipalities or other local bodies, and we think we know just a little bit more than the others. It is time for us t'o sink our differences and to work harmoniously for the furtherance of the board's activities and purposes."
