Received Thursday, 10.40 a.m. LONDON, Dec. 4. The temporary executive of the Jewish Agency met to work out a new "top secret" plan to combat the current wave of terrorism in which six BrHjLsh soldiers were killed ih ihe pasx forty-eight hours, says Reuter's Jerusalem correspondent. A Jewish Agency spokesman said ohe situation had become more dangerous and delicate auring tht past twenty-four hours. He would not discuss the plan, because its sifectiveness depended on not givtng the ageney's "weapons" any xind of publicity. It is partly a auestion of influencing the people's .ninds by education and propaganda.
