Received Thursday, 10.50 a.m. LONDON, Dec. 4. The United States Army has halted the policy of hating all Germans^ All troops in'the American zone have been ordered to help the Germans rebuild their devastated country, says the Associated Press Frankfurt correspondent. The commander of the United States forces in Europe, General Joseph McNarney, will announce details of the cliange tomorrow. According to the official newspaper of the Army's, Euronean headquarters of the army is calling in all training manuals and film tending to instigate hate. Army officials became alarmed by the recent increase in incidents between soldiers and Germans, and also worried . by the educationai level of the American occupying troops. The average age is report - ed to be 19 years and in some units the illiterary rate is as high as 40 per cent.
