TRANSFER FROM EIHAR Received Tuesday, 11.15 a.m. NEW DELHI, Dec. 2. Alleging that Bihar Moslems were raped and tortured and their possessions looted during the Hindu-Moslem rioting last month, che Bihar Provincial League has sent a petition to Lord Wavell asking him to arrange an exchange of Bihar's Moslem minority and any Hindu minority elsfewhere. The League stated that it was impossible for the Moslem minority to live in Bihar under perpetual fear and the dread of Hindu mob violence.
