'Received Monday, 9.50 p.m. • • MONTREAL, Nov. 24. The Toronto Globe and Mail foreseesi. a severe test for Prime Minister Peter Fraser's Labour Government in New- Zealand in the coming elections. It points out editorially that there is no clearly defined platform by either party on which the voters may decide, and adds: "The Labour Party faces-a possible reversal over public discontent with its policies. "Many New Zealanders feel it is time for a change. In addition the Praser Cabinet's stabilisation policy has created much discontent among the working people. Its equalising policy has also had the indirect effect of encouraging the emigration of enterprising young people. "
