Received Wednesday, 7 p.m. JERUSALEM, Nov. 20. The Palestine Government has an nounced railway services suspended throughout the country. Trains for Egypt are also caneelled. The raihvays were not operating today for "reasons beyond our control". It is authoritatively stated that the immobilisation of the railways is due to the discovery by the military authorities of large numbers of mines laid on the rails awaiting connection with detonatin^ eables. The minesweeping of the railways is in. progrcss throughout the country. An otiicial Palestine Governmem statement relating to the retaliatory clashes at Tel Aviv on the night of November 18, says: "Thirty-two eases of assault were reported, of which five were detained in hospital. None was injuned seriously. Some 15 British policemen are reported to liave entered three cafes in Hayarlcon Street. Considerable damagc was done to property and persons in the cafe, it is reported, were assaulted. British police, in addition, stole a nuinber of cars. ' ' The police earlier tried to issue a communique saying "only minor iticidents occurred in oue cafe" which the public information office rejected. The Cliief Rabinnate for Palestine made an announeement of the excommunication of terrorists after an ext-raordinary plenary session at which the council declared: "Despite the tragic plight of our nation and despite continued attempts of niandatory power to evade its obligations to the Jews, we consider it our saered duty to de nounce those of our sons who seek to resolve the difficulties by bloodshed. "
