DISCUSSION ON VETO

NEW YORK, Nov. 18. IHr. Molotov agreed at a Big Five private conference, to consider proposals by Mr. Bevin, Mr. Byrnes and Mr. Koo for voluntary restrictious on the use of the veto but reserved the right to reject the proposals. The only suggestion he agreed to in principle was Mr. Bevin 's that the Big Five should informally consult when any oue of them proposed to use the veto. Mr. Bevin said much consultation alone would not solve the problem. Mr. Molotov again attacked Austrnlia and Cuba for their anti-veto campaign, hinting that the Soviet believed those countries were being secretly encouraged by others more directly involved, presumably Britain aua America.
