Received Wednesday, 9.40 a.m. LONDON, Nov. 19. Voting in the New Zealand general election has beguh in London. Service personnel and discharged servicemen studying at universities, or taking up bursaries, who intend returning to the Dominion, have received papers from Mr. F. T. Sandford, former official secretary., who is acting as returning officer. They may either fill in the papers in the presence of- the registrar, chief constables or postmasters, or at New Zealand House. There are about 1200 in this category in Britain, but as all do not intend to return home, probably not more than 600 will vote. Visiting civilian New Zealanders have to secure their voting papers by air mail from local returning officers, and fill them in at New Zealand House before returning them by air mail. Many of them will not be able to vote through being unaware -of the regulations and not applying to the local registrars for the papers.
