Big Foiir Talks On Trieste MOLOTOV AT VARIANCE

Received Fridav, 7 p.m. XEW YORK, Nov. 15. The meeting of tlie Big Four Foreign Ministers on the Trieste problem ended in a deadlock. Alessrs Bvrues, Bevin and de Alurville declared Alt. Molotov 's 14 ameudnients to the draft statute unacceptable and when Alr. Alolotov rejected the compromise suggested by Alr. Byrnes, the meeting adjourned. The policing of Trieste was a decisive issue before the Foreign Alinisters and the stalemate arose when Alr. Byrnes, as chairman, snbmitted a. French proposal that the Govemor's primarv responsibility wTould be the m'aintenauee of public order and security, stiys the New York Times. Mr. Alolotov moved an amendment that the Govemor 's primary responsibility- would be to supervise the maintenance of the basis of imblic order and security. Alr. Bvrne# next submitted a French proposal providing that, in an emergenCy, the Govemor could take all necessary measures shbject to his making an immediate report to the Security Council. With the same reservation he Could elaim a state of seige. Alr. Alolotov moved ameudnients providing that the Govemor should act m eonjunction with the local government and the Govemor could act only wliere delav was inadmissible. Alr. Alolotov also asked that tlie reference to a state of seige should be deleted. Alr. Bevin immediately pointed out . that this would place police authority in tlie ,101-al government 's liands and would make the Govemor powerless to act. Alr. Alolotov retorted that without his ameudments tlie Govemor would have complete control of local administration in the case of a eolonial regime. The other three delegates rejected this idea.
