Two steps are necessary before | the agreemeht is effective, but the | Dutch delegation is confident that these hurdles will be overcome. Firstly, the Dutch Cabinet must appiove the agreement, and the four-man Dutch Commission is trying to get approval by cable, after which the agreement can be signed instead of merely initialled. Secondly, ratification is needed from the states in general.
