Received Saturday, 11.55 a.m. BATAVIA, Nov. 15. j The Dutch arxd Iudonesian delegations, in the palatial former r'esidence of the Pi*esident of the Re- i public, Dr. Soekarno, Where the republic was first proclaimed on August 17, 1945, ceremonially ! initialled the agreemtent which is i expected to create a "United States ! of Indonesia." Two steps are necessary before | the agreemeht is effective, but the | Dutch delegation is confident that these hurdles will be overcome. Firstly, the Dutch Cabinet must appiove the agreement, and the four-man Dutch Commission is trying to get approval by cable, after which the agreement can be signed instead of merely initialled. Secondly, ratification is needed from the states in general.
