UNSETTLED CHINA
Received Fridav, 11.1(5 p.m. XAXKIXG, Xov. 15. Generalissimo Ghiang Kai-shek, opou ing the Assembly, urged delegates to adopt a practicable eonstitution on the basis of a five jiower system of govern ment departments. He reminded dele gates that they were participating in tlie greatest niovenient in tlie history of the Cliinese Republic. Chiang Kai-shek requested that they draft the constitu tion as soon as possible in order to end political tutelage and introduce consti tutional govermnent. The Coniinunist leader, Giiou En-lai who refused to attend, said the Government 's unilateral decision to proceed with the Assembly would aggravate civil war. Chou En-lai said he was returning to Yenan because the peace mission had failed. The Gommunisls had insisted. as the price of participation in the As semblv, that both sides return to the military situation as it existed in January which would favour the Gonnnmi ists. As the Government had gained inany victories since then, the Goverii ment had refused to agree. The Communist s]iokesman, Wang Pingnan, declared that if tlie Xational Assembly convenes as planned by Chiang Kai-shek, "There will be no more negotiations. "
