Secondly, defence, foreigrt affairs and cotmnon econoinic matters would )>e within tlie jurisdiction of the union. Ea ch eonstiluent part of the union would govem its own internal affairs. Third Iv, a biennium traditional j>eriod to preparc the establishment of this strueture. Fourthiy, Unitod States of Indonesia would later be proposed for membersliip of Fnited Nations. Fiftly, Borneo and tJie Great East, as autonomous States within the Indonesion Federation, would deeide later whether to join the Indonesian Republio.
