The seeond session of Parliament opeuing 011 November 12, will be less long arjd arduous tlian the first but the King's speech to the two Houses will unfold a further big iustalment of the Labour Oovernmeiit's programme shortened to what is regarded as essentials. Legislation relating to eonseription and defence arrangements will command priority. Although the (iovernment can eount on adetpiate suppdrt, the Labour Party has no relish for a peacetime Conseription 1 >ill whicli will excite stiff oppositio'u from minority Labour members. This minority opposition to eonseription will merge with the minority Labour opposition to the ( iovernment 's foreign policy and Labour critieism of Mr. Levin may be much sharpened. There will also he an importaut bill relating to agrieultiire, which will provide, firstly, for assured markets and guaranteed prices for prineipal agrieultural products; seeondly, for am'endment of statutory provisions affecting wage regulations ; thirdly, the appointmcnt of a Lommission to manage and develop land that may he aecjuired hy the Ltate because there is no other way of securing its full ])roduetive use; fourthly, for the dispossession of persistentlv ineffieient farmers; fifthly, for the permanent constitution of eount y committces similar to the war agrieultural executive committees. *
