United Nations Headquartcrs General Committee rejected by 9 votes to 2 tlie Ukrainian xiroposal that Europe be considered in the hcadquarters discussions. Russia and Ukraine were the only nations voting for a European site. The committee tlien axiproved by 8 votes to ,3, an American motion adding Kew York and Ban Franeisco to the list of possible sites for lieadquarters. Britain voted with Russia and Ukraine against the proposal, expressing lirm opposition to widening the issue. Mr. Gromkyo told the committee anotlier delegation had submitted a resolution bringing Europe into consideration and Europe would be discussed by the Assembly in the plenary debate regardless of what the general committee decided.
