Received Tuesdav, 9.55 p.m. CANBERRA, Oct. 29. A Board of Inquiry headed by Mr. Justice Reed, has found that soldiers under suspfension in army detention barracks have been ill-treated and only one such barracks iu Australia appeared satisfactory from the aspeets of administration, diseipline, training and aeeonnnodation. The report, which was released today by the Army Minister, Mr. Forde, found' that the very high delinquencv rate in the army at the end of 1942 and early 1943, was most alarming. A more liberal outloolc in grauting compassionate, occupational and seasonal leave, might have reduced considerablv the number of offences.
