U.S. NOTE TO THE RUMANIAN GOVERNMENT Received Wednesday, 10.45 a.m. W ASHIN GTON , Oct. 29. In a note following the general lines of that from Britain, the United States has charged the Rumanian Government with intimidating the Opposition parties in the current election campaign, despite its promise -in January to guarantee a free election.
