G O VERNMENT'S BIG LEAD * Received Tuesday, 10.30 a.m. SOFIA, Oct. 28. In the capital, where counting is complete, Government parties have 'won 24 seats and the Opposition 11. The Government has so far won 296 and the Opposition 83 seats in the country. Polling was orderly and heavy. Some reports say that over 90 per cerit of the electorate voted.
