The requirements were a strong ; national character, secondly, good scientifie and- technical research; thirdly, dispersed industrial potential; fourthly, a small well balanced regular or permanent force hacked up by non-regulars or territorials; fifthly, preparedness. • Paying tribute to the Eighth Army of immortal f ame, Viscount Montgomery said it was their spirit that could pull us through the difficult days of peace.
