Report On Noakhali Affair CASUALTIES EXAGGERATED

Received Tuesday, 10.15 a.m. LONDON, Oct. 21. In a statement ifi the House' of Commons dealing with the Noakhali affair, the Under-Secretary oi the India and Burma Offic'e, Mr. Arthur Henderson, said the Governor of Bengal, after two extensive flights over the affected area of south-eastern Bengal, reported that there was no general rising or the Moslems against the Hindus The disturbances were caused b> boy hooligans exploiting the existing communal feeling. They weri ranging the countryside and were temporarily joined en route by belligerent Moslem roughs. Reliable figures were at present unavailable 011 the extent of the depredations, said Mr. Henderson. Bad communications are hampering the restoration of order. Mr. Henderson added that the damage to prcperty is probably heavy, but the available evidence indicated that estimates of 5000' dead, published in the Calcutta Press, were greatly exaggerated. The Governor expected only a low three figure total. Panic had been caused by the roving bands spreading wideiy. There were at least 30,000 refugees in Government relief centres, of whom many were from the disturbed areas.
