An Impqrial ponference on SepTember 6, 1941, at which Hirohito, pr,esident, r.esolved to complete preparatipns ior "the war against the IJnited States so that an attack. would he possible before the end of OctoDep. This was revealed in the confqrence minut.es submitted by the ipros'ecution to the War Crimes Tribunal. The-' 'minutes also disclosed that the decision to prepare for war was sanctioned by the' Emperor on July 2, 1941, orlive months before Eearl Harbour. The Japanese leaders at the "conference on September 6, 1941, carried a resolution that if Washington peape talks failed to progress in Japan's favour by Octooer 1, 1941, "we shall immediately determine to wage war against the (Jnited States." * Other prosecution documents showed that the Germans secretly began preparatio.ns for an attack on Russia as soon as the Axis Pact was signed' with Italy and J apan.
