The New York Times says the Soviet is opposed to the establishment of a standing international force designed to enable IJnited Nations to maimai n world peace, contending that thc nations should not provide forees t; the Seeurity Council until the need foi their use arises. The Soviet views were expressed in a docunient submitted in Septeinber tc tlie Council 's military stalT committee. Thev differ in almost every point from those of othe.r members of tlie committee — France, ('hina, Britain aml America — and dim even further hope? that the committee will be able soon ti: acconipliKh the tasks for which it was created under the Charter. The committee has been meeling regularlv in New York for mere than seven nionths.
