OTAKI BOROUGH COUNCIL

MONTIILY MEETING The monthly meeting of the Otaki Borough Council was held on Wednesday night, the Mayor, Mr. C. F. Atmore, presiding. There were also present: Crs. Young, Gimblett, Bartosh, Bennett and Cook. An apoiogy was received irom Cr. Hakaraia. The minutes of the previous meeting were read .and confirmed and matters arising therefrom dealt with. The Town Clerk (Mr. Wilson) reported that enquiri'es had been made in regard to a mixture for roads, and while it may be difficult to seeure primer he said that car would be available. — It was decided that '12,000 gallons of tar be • procured. Mr. Wilson also stated that there had been no response for applicants for the mooor camp. — It was stated that it was hoped that satisfactory localarrangements wouid be made. The matter was therefore held over in the meantime. A letter was read from the National Party, stating that a large number of members of the Junior Party would be visiting Otaki at an early date, and it was desired that the domain be made available for the afiair. — The application was granted, providing the ground was ieft in good oraer. Mr. C. W. Foster submitted for the council's approval plans of proposed subaivisions of part Makurarawhiti, on behalf of Mrs. Percival, and land on behalf of Mr. L. Howard. — The application on behalf of ■Mrs. Percival was granted, but the other application will have consideration by the town planning committee beforb a decision is arrived at. Mr. C. Whitehead wrote relative to the housing shortage, stating that he had been obliged to live with his wife and two small children for the past two years in a house so small and badly built as to be unsuitable for even two adults. The children mad to be bedcled in a verandah room, and in winter time one would almost freeze to death. The house was draught.y and without hot water. He hoped that his letter would have consideration by councillbrs.— Letter received, it being stated by one councillor that the residence was quite a comlortable one. Mr. J. B. Garrity, secretary of the Otaki Cricket Club, sought permission to use the domain for the coming season. If the council could assist the club in preparing che ground members would be very grateful. — Granted. The Country Library Service stated that as there was increased population in Otaki since- the last census the library was entitled to another 56 books, therefore the grant would be 92 fiction, and 264 non-flction, a total of 356 books. — Receivecl. Canon Fry invited the Mayor and councillors to attend a special service at All Saints' Church on'Sunday, November 10, at 10.45 a.m. — Invitation acceptcd, it being hoped that the council would be represented. The Country Library Service drew attention to the fact that from January 13 to 31 the library school would conduct a short refresher course in librarianship. — Received. A letter was received from Mr. C. V. Pike stating that work on the domain was being attended to. The District Inspector for Health, wrote enclosing a letter from Messrs. Odlin's relative to Otaki's water supply, stating that under the Health Act provision is made to safeguard public water supplies, and in this connection he desired to advise that the firm of Odlin and Company would be responsible for any airect or indirect pollution of the borough water supply. — Received. A letter was read stating that the Municipal Conference would next ydkr be held at Rotorua. — The Mayor and town clerk were appointed to represent the council. ' Mr. Guinan, health officer, reported that there was one case of diptheria and two of scarlet } x'ever in the borough. All the vari- j ous building jobs under way had j been inspected from time to time. : Ten new septic tank systems had ' been approved, and matters in con- j nection with the sale of farm butter i attended to. Inspections had been j made at the head waterworks .and j samples of water submitted for . analysis. Inspections had also been I made at the domain and nightsoili depots. — Received. It was pointed out that some of j the milk from the Corporation was considered below standard, and-it was agreed that the matter to have attention. Mr. B. Staveley wrote relative to a storeroom at Mr. Larsen's in Main Street, and noticed that the council had declined to issue a permit. He asked that in view of present j restrictions he be granted a tem- ! porary storeroom, such building to be erected on skids and built so as to be readily removed. — Granted, during the pleasure of the council, it being pointed out that that at ' the present time the proper build- • ing material, etc., could not be j secured. Mr. Webster wrote enclosing plans and specifications relative to alterations to buildings at Otaki j Railway, where the road was being ! widened. — Granted, subject to com- I plying with the by-laws. ' it was pointed out that a resi-

dence in Kirk Street had been erected and the building by-laws not eomplied with, nor a permit applied for. — Decided to point out that the by-law must be adhcred to. | The Mayor moved and it was J unanimously carried, "that the council records the appreciation I and sincere thanks for the valuable lassistance given to the council by iHis Worship the Mayor of Wellington, his engineering staff, and chief fcrester, in inspecting, reporting, and advising on the Otaki borough water conservation area and proposed deveiopment, and that a copy of the resolution be forwarded to Mr. Appleton (Mayor) ." It was agreed that a competent man was necessary to look after the domain, which at present needed considerable attention, due largely to the wet football season. It was desired by councillors that Cr. Bartosh withdraw his resignation, it being agreed that he had done good work. Cr. Cook stated that he was connected with various sports bodies and would like to withdraw from the committee. — This was accepted and Cr. Gimblett appointed to Cr. Cook's place. Cr. Bartosh agreed to still be a member of the committee. Finance Committee The finance committee recommended that accounts be passed for payment amounting to £597 2s 6d; that a donation of £5 be given ; to. the Otaki Brass Band; and that the State Housing Department be wiltten to/urging them to proceed with the erection of State houses without further delay, especially as the acute shortage of dwellings was causing considerable hardship. Works Committee The minutes of the meeting held on September 9 were read and confirmed. It was recommended that the acting-foreman's report ' be adopted; that as A. Bishop has failed to repair the damage done at the cemetery, the council have the shed re-erected and the tombstone repaired and charge him with the cost; that the council consider acquiring the Maori-owned section adjoining the cemetery on the south side; that six boxes of plants be purchased for the Rest Resort; that the council section fronting Rangatira Street be cleaned up and grassed, and no grazing or tethering o| stock be allowed.— Aclopted,
