Negot iations in the ten days' marillme strikc broke down coniplotely to day when representatives of the operators' unions threatened to leave Waslimgton and prepare for a long paralysing extension of the dispute. JMore than (500 sliips are now tieil up* in all ports, including 340 at New York. Operators 011 the east and Gulf eoasls earlier roaelied a tentative agreement Nvitli the masters, mates and pilots, leaving the west coast operators to work out their own terms. The masters, mates and pilots, however, have laid down a condition that there must be an accompanying agreement with the Marine Engineers Benelicial Association whieh still insists 011 a settlement 011 a nation wide basis.
