WANTED: MONEY IN HANDS OF DARING

The president of -the New York Ktoek Mxcliange, Mr. Emil Schramm, addressniig t-he' Bostoh Ex'dhange, pietured [in vate capital as the victim of creeping paralysis liiduced by the Government 's policy of rpgulating and hamessing business to an insidious extent during the 1930 's.. "What we need in thrs country in a-bundance is risk capital in the liands of the daring who are wiiling lo seek out opportunities, " he said. "This applies alike' to those exploiting mineral resources and the man who wants to open a small grocery." Mr. Schramm criticised the Government 's prohibition of margin trading m stocks. "The prohibition of the use -of credit in the pnrc'hase of securities today, is undsound -and discriminatory and has resulted in the diversion of investment funds to speculalion in coTnmodities, f-armlands and real est-ate where the ability to borrow funds is virtually unrest-ricted and where credit is abundant, " he said.
