Received Tuesday, 11 a.m. RANGOON, Sept. 23. The' biggest strike in the city's history paralysed Rangoon when 20,000 employees of Government offices, the port, railways and post and telegraph offices staged a oneday walk-out in sympathy with striking municipal workers. Troops guarded districts in which police were striking.
