WELLINGTON, Sept. 21. Commenting on the Loeal Body Elections Bill, Mr. J. W. Andrewe, president of the Municipai Association, said that it was an absolute bolt from the blue; there had never been a hint of it. Having only just received a copv he could not comment in detail, but it seemed peculiar to hold elections in November when the local bodies' financial year .ended in March, when. tkey struok the rates and budgeted for the year in time to hand over to the new couneil. The worst feature was giving power to the returning otflcer to use the Parliameutary rolls. With the local elections coming the year after the Parliameutary, this would mean that many people would have shifted to a dtfferent district. He could forsce a lot of dual voting as a result. His association had ahvavs opposed the use of Parliameutary rolls and urged that the onus should be on the electors to see ;hat they were on the roll every elee;ion year. .v
