Plan To Treble Production party system streamlined

Received Friday, 10.30 a.m. LONDON, Sept. 19. The ability to get things do'ne becomes more important than ever in Russia, which plans to treble production above the pre-war level and at the same time keep the party efficiency ideology at a high pitch, says the Associated Press' Moscow corespondent. New names and faces are much in evidence in Government departments and party organisations, industry and agriculture. A decree has been adopted changing the commissariats to ministries, which have increased 1'rom 43 to 60 by the subdivision of overgrown and unwieldy departments, and the creation of new ones. The whole Communist Party system has been streamlined, and many partv ieaders have been removed for incompetence and disnonesty. Heavy industrial workers have been given money grants in pay and increased comfort in amenities to improve their work.
